Pharmacy Profiles and Delaware Pharmacy Society Applaud Landmark Legislation to Streamline Provider Credentialing and Expand Patient Access to Care

WASHINGTON and DOVER, Del., Oct. 6, 2026 /PRNewswire/ -- Governor Matt Meyer signed Senate Bill 334, the Health Care Professional Access Act, into law on September 8, 2026, establishing a uniform health care professional credentialing program in Delaware and creating new standards designed to accelerate provider enrollment and participation in health plan networks. The legislation also recognizes Pharmacy Profiles as an approved credentialing resource within Delaware's statutory credentialing framework.

The legislation was approved unanimously by both chambers of the Delaware General Assembly and was signed into law by Governor Matt Meyer on September 8, 2026.

The new law creates statewide credentialing standards, establishes response-time requirements for payers and credentialing entities, provides for provisional credentialing in certain circumstances, and reduces administrative barriers that can delay health care professionals from providing and being reimbursed for patient care services.

Importantly for Delaware pharmacists, the law identifies both CAQH and Pharmacy Profiles as approved sources for the state's recognized uniform credentialing application and credentialing data for health care professionals dispensing pharmaceuticals. Beginning January 1, 2028, carriers and credentialing intermediaries will be required to utilize the statutory uniform credentialing application framework established under the law.

"This legislation represents a significant step forward for pharmacists and other health care professionals seeking to participate in provider networks and deliver care to patients," said Mark Pilkington, Executive Director of Pharmacy Profiles. "By establishing clear credentialing standards and timelines, Delaware is helping remove unnecessary administrative barriers that often delay provider onboarding and patient access to care. We are particularly honored that Pharmacy Profiles has been recognized in the statute as a credentialing resource for pharmacy professionals, reinforcing the important role pharmacists play as providers within our health care system."

"Delaware pharmacists are increasingly providing critical health care services in communities across our state," said Kim Robbins, Executive Director of the Delaware Pharmacy Society. "This legislation helps ensure that credentialing processes do not become obstacles to patient access. We appreciate the leadership of Governor Meyer and the General Assembly in advancing a solution that promotes efficiency, consistency, and access to care. The Delaware Pharmacy Society is proud to support initiatives that enable pharmacists to practice at the top of their education and training."

Today's announcement builds upon the strategic partnership announced in July 2025 between Pharmacy Profiles and the Delaware Pharmacy Society to provide credentials verification services for pharmacy professionals throughout Delaware. That collaboration was established to help pharmacists maintain verified credential information and facilitate enrollment in health plan provider networks.

"The partnership between Pharmacy Profiles and the Delaware Pharmacy Society was founded on a shared belief that credentialing should support, not hinder, the delivery of patient care," Pilkington added. "With Governor Meyer's signature, Delaware has created a framework that aligns with that vision and positions the state as a leader in modernizing health care professional credentialing."

The law's provisions are expected to improve consistency across payers, reduce duplicative credentialing requirements, establish faster turnaround times for credentialing decisions, and create a more predictable pathway for health care professionals seeking participation in health plan networks.
